The only unfortunate exception to this rule comes when making calls from a payphone. The FCC has allowed payphone operators to impose a per-call surcharge on calls made from their equipment. Needless to say, almost all payphone operators do collect this fee, which appears as a 99¢ charge to your account. (Click here to read more about payphone charges.)

You can now make calls from U.S. 50 States (Alaska & Hawaii included), Puerto Rico, Guam, U.S. Virgin Islands, Saipan and other major countries in Asia Pacific, Europe, Middle East and N. America to anywhere in the world. International roaming per minute calling rate may vary when the call is placed outside of U.S 48 States.
